At 6:22am on 23 December 2019, a traveler from Halifax, Canada, stepped out of NAIA and took the photo above: paper lanterns overhead, carts piled with bags, and a crowd so thick the security guard could barely see the road. That is the part of coming home everybody pictures. Nobody pictures the 40 minutes before it, at the baggage belt and the Customs lane, which is where most homecomings actually go wrong.
This balikbayan travel checklist is about those 40 minutes, and the four weeks before them. It is for OFWs flying home from the Gulf, Hong Kong, Singapore and Japan, and for Fil-Am and Fil-Can families bringing the kids home for Christmas 2026. We cover what to sort a month out, what your airline actually lets you carry, what Customs lets through duty-free, the one app every returning OFW needs before the trip back, and which NAIA terminal you land in now that the airlines have been shuffled around.

Balikbayan travel checklist: the quick answer

Four weeks out: flights, connections and the OFW Pass
The cheapest Christmas seats are gone by October, and that is not news to anyone who has done this before. What is still in your control is how the trip is built.
Price the December premium honestly. On Trip.com’s Philippine site, checked 4 October 2026, Los Angeles to Manila averages PHP 99,210 return in December against PHP 57,908 in November and PHP 59,793 in January. Dubai to Manila averages PHP 47,691 return in December against PHP 38,969 in January. Those are whole-month averages, and the real squeeze sits between roughly 18 December and 4 January, so treat them as a floor, not a quote. If your leave allows a 10 December arrival or a mid-January return, that is where the savings are.
Compare flights home to Manila, Cebu and Clark on Trip.com
Put the domestic leg on the same ticket. If you are flying Riyadh to Manila and then Manila to Iloilo, book it as one itinerary. A delayed long-haul flight on one booking means the airline rebooks your connection. On two separate bookings, the second airline owes you nothing and your seat to Iloilo flies without you.
OFWs: get the OFW Pass before you fly home, not after. The paper Overseas Employment Certificate is gone for returning workers. The Department of Migrant Workers folded it into the OFW Pass, a free QR code in the eGovPH app, under DMW Advisory 38-2025 as reported by SunStar in December 2025. Open eGovPH, go to the DMW section and choose Balik-Manggagawa. If your contract is already in the DMW database the pass is issued automatically; if you changed employer or jobsite, update those first. The pass is valid for 90 days from issue, so time it so that it still covers your flight back to work.
It also matters on the way out of Manila. The OFW Pass is your proof for the travel tax and terminal fee exemption, which we explain in our guide to travel tax and terminal fees in the Philippines. Do it in your first week home, not on the morning of your flight, because processing can take a few working days when it is not automatic.
Balikbayan baggage allowance: know your number before you pack

Every Christmas someone repacks a bag on the floor of Terminal 3 because they assumed 30 kg. The allowance is set by your fare, not your airline, and the spread is huge.
Here is what the airlines publish, as of 8 October 2026:
- Emirates, economy, on Philippine routes: 20 kg on Special fares, 25 kg on Saver, 30 kg on Flex and 35 kg on Flex Plus, with no single bag over 32 kg. Journeys that touch the Americas switch to pieces: one 23 kg bag on Special, two 23 kg bags on the other fares.
- Qatar Airways: a published extra-baggage offer covers Manila and Clark. Convenience and Comfort fares get 10 kg more (40 kg in total) and Classic fares 15 kg more (45 kg). The sale and travel window both run from 14 May to 31 December 2026. Read that end date twice: a flight back to Doha in January is outside it as published, so do not plan your return packing around 45 kg unless your booking shows it.
- Cebu Pacific: the cheapest GO Basic fare includes 7 kg of hand-carry and no checked bag. GO Easy and GO Flexi include 20 kg. Add bags when you book, since airport rates are the most expensive way to buy them.
Where to look for your real number: your e-ticket receipt or the airline’s Manage Booking page, under baggage. Screenshot it. If the check-in agent and your receipt disagree, the screenshot ends the argument.
Two tips from the check-in line. Weigh every bag at home with a hand scale, because the 32 kg per-piece limit applies even when your total allowance is bigger. And split the heavy items: one bag of canned goods and one bag of clothes is how you end up paying excess on one and wasting space on the other.

What Customs lets you bring home duty-free

The Bureau of Customs guidelines for arriving travelers come down to four numbers. Know them and the Customs lane is a walk-through.
- PHP 10,000: goods worth this much or less are exempt from duties and taxes for any traveler.
- Two reams and two bottles: each traveler may bring two reams of cigarettes (or 50 cigars, or 250 grams of pipe tobacco) and two bottles of liquor, within that PHP 10,000.
- PHP 150,000, three times a year: Filipino citizens and OFWs can bring personal effects in balikbayan boxes or baggage duty-free up to three times per calendar year, with a combined value of PHP 150,000. That limit is shared between your boxes and your suitcases, so a box you sent in August already used some of it.
- 30 percent: the surcharge on the total landed cost if you fail to declare dutiable goods. Undeclared is much more expensive than declared.
Returning residents and foreigners have a similar PHP 150,000 cap on new personal items, limited to one of each kind. “One of each kind” is the line that catches people. One new phone for yourself is personal effects. Five new phones of the same model, still boxed, look like stock for a shop, and commercial quantities lose the exemption entirely.
Cash is a separate rule. You can carry up to PHP 50,000 in pesos; more needs written authorization from the Bangko Sentral ng Pilipinas. Foreign currency above USD 10,000 (about PHP 628,000 at the BSP reference rate of PHP 62.80 on 2 October 2026) must be declared. Carrying it is not illegal; failing to declare it is the problem.
Pasalubong deserves its own post, and it is getting one. For now, the safe rule is personal quantities, original packaging and receipts in your hand-carry.
72 hours out: eTravel, and the balikbayan privilege for Fil-Am families
Register on eTravel within 72 hours of arrival. Every arriving passenger fills it in at etravel.gov.ph, and it carries your Customs baggage declaration and currency declaration, which replaced the old paper forms. It is free, so any site that asks for a card payment is not the government site. The QR code you get is for this trip only; do not show a saved one from last year.
Fil-Ams, Fil-Cans and Fil-Aussies: the balikbayan privilege is your best perk. Under Republic Act 9174, a former Filipino citizen gets visa-free entry for one year. So do a foreign spouse and children traveling with them. The Philippine Consulate in Frankfurt’s guidance says to tell the immigration officer you are availing of the privilege and to show your old Philippine passport or a copy of your Philippine birth certificate. Bring the marriage certificate for a spouse and birth certificates for the kids. The same law gives balikbayans a tax-exempt shopping allowance of USD 1,500 (about PHP 94,200) at government-operated duty-free shops. The usual window is 15 days from arrival, and the law stretches it to 30 days during the Christmas season, 15 November to 15 January. Duty Free Philippines has applied its own allowances over the years, so ask at the counter what it is honoring before you fill a cart.
One more thing for the US-based half of the family: American phone plans can charge heavily for roaming in the Philippines, and a Globe or Smart SIM means queuing at a mall kiosk on day one. Landing day: which NAIA terminal, and how to get out

NAIA reshuffled its international airlines on 29 March 2026, and Japan Airlines followed on 1 April. Old blog posts and your tita’s memory are now wrong for several carriers. Per the list published by PhilSTAR Life on 31 March 2026:
- Terminal 1: Philippine Airlines international flights, Saudia, Kuwait Airways, Oman Air, Korean Air, Asiana, EVA Air, China Airlines, Malaysia Airlines, Air India, AirAsia and Philippines AirAsia international.
- Terminal 2: Philippine Airlines and PAL Express domestic flights.
- Terminal 3: Cebu Pacific, Emirates, Qatar Airways, Etihad, Gulf Air, Cathay Pacific, Singapore Airlines, Scoot, Turkish Airlines, United, Air Canada, ANA, Japan Airlines, Thai Airways, Vietnam Airlines and the Chinese carriers that moved in March.
Send that line to whoever is picking you up. Terminals 1 and 3 are not walking distance apart, and a driver circling the wrong one at midnight on 23 December is a bad start to the holidays.
Expect the queues. Last season NAIA handled 2.55 million passengers between 20 December 2025 and 5 January 2026, and the single busiest day was 20 December. This season’s forecast normally comes out in early December, so plan on last year’s pattern.
If you are connecting domestically. Landing on Emirates at Terminal 3 and flying PAL to Bacolod from Terminal 2 means collecting your bags, clearing Customs and changing terminals. Give that at least four hours on a peak date. Getting out of the airport. If nobody is picking you up, a fixed-price car avoids the taxi line with three suitcases and a balikbayan box. Pre-book a fixed-price ride out of NAIA with Kiwitaxi. And OFWs heading out again in January should know the OFW lounge at NAIA Terminal 3, which makes the wait easier.

Skip Manila: flying home straight to Cebu or Clark
For families in the Visayas and Mindanao, landing in Manila means a second December fare and a terminal change at the busiest airport in the country. Two options are worth checking this season.
Guam to Cebu, direct. Philippine Airlines is running seasonal PR121 flights from Guam to Cebu, departing 4:55am and landing at 6:30am, on 18, 24 and 25 December 2026 and 3, 4 and 7 January 2027, per the schedule filed with AeroRoutes on 15 September. That is aimed squarely at the Filipino community in Guam, and an early arrival in Mactan leaves the whole day for a ferry to Bohol or a bus up north. If your ferry is the next morning, compare rooms in Lapu-Lapu City near the airport.
Qatar into Clark. Qatar Airways flies to Clark, and its extra-baggage offer covers Clark as well as Manila. For families in Pampanga, Tarlac, Pangasinan or Nueva Ecija, Clark cuts out the drive through Metro Manila entirely. On Gulf routes, price Dubai to Manila fares against your Clark option on Trip.com before you assume Manila is cheaper, because once you add the bus or the private van north, it often is not.
Balikbayan travel FAQ
Do OFWs still need an OEC to fly back after Christmas?
No. For Balik-Manggagawa workers the OEC was replaced by the OFW Pass in the eGovPH app. It is free and valid for 90 days from issue.
Do Filipinos need to fill in eTravel when coming home?
Yes. eTravel is for all arriving passengers, Filipinos included, and must be done within 72 hours of arrival. It is free.
How much can I bring home without paying duties?
Goods worth PHP 10,000 or less are exempt for any traveler. Filipinos and OFWs can bring personal effects up to PHP 150,000 a year, across up to three shipments or arrivals, with boxes and baggage counted together.
How much cash can I bring into the Philippines?
Up to PHP 50,000 in pesos without Bangko Sentral authorization. Foreign currency above USD 10,000 must be declared on eTravel.
Can my American husband stay a year without a visa?
If you are a former Filipino citizen and he travels with you, yes, under the balikbayan privilege in RA 9174. Bring your old Philippine passport or birth certificate and your marriage certificate.
Which terminal does Emirates use at NAIA?
Terminal 3, along with Qatar Airways, Etihad, Gulf Air and Cebu Pacific. Saudia and Kuwait Airways use Terminal 1.
The short version

Coming home for Christmas is mostly paperwork you can do from your sofa in Dubai or San Diego. Get the OFW Pass early, screenshot your baggage allowance, keep pasalubong in personal quantities, register on eTravel three days out and tell your driver the right terminal. Do those five things and the 40 minutes between the plane and the arrivals barrier go quietly, which leaves the rest of the holiday for Simbang Gabi, Noche Buena and the family that has been counting down since September. Ingat sa biyahe, and maligayang pag-uwi.
